Google now uploaded the factory image and OTA files for the watch. This is not a software update. These firmware packages are not for regular updates of your device, if the user wants to update then it can update online.
These images of the Pixel Watch enable the user to update their device with the latest firmware. If users want these images they need to connect their watch to their PC. Google details on their developer website that “Flashing factory or full OTA images on Google Pixel Watch requires a debug adapter that Google distributes by invitation only.”
