Windows Insiders in the Dev Channel will receive an update to the Snipping Tool app (version 11.2211.35.0) for Windows 11. As the rollout is just beginning, not all Insiders in the Dev Channel will receive the update immediately.

Since the Insider community adores Snipping Tool, they are thrilled to include a built-in screen recorder in this update! Snipping Tool has always made it simple to capture and share content from your PC, and now that it includes screen recording, we are able to do so for even more kinds of content.
Step to open the Snipping Tool app and select the new record option.
Before beginning your screen recording session, you will then be able to select and refine the portion of your screen that you want to record. You can preview your finished recording before saving it or sharing it with others.
We are aware of a few issues that might affect how this preview makes you feel. There may be a brief delay between clicking Start and the start of the recording for some users.
Lastly, when starting a new snip from within the app, there is also a known issue in which the Snipping Tool app window does not restore.
