OnePlus stopped the OxygenOS 13 Open Beta in Europe and also the company officially stated that:
Hello, everyone,
Thank you for participating in the OnePlus 9&9 Pro Open Beta. All the bugs and comments we’ve already received, we’ve sorted them for further iteration.
We would also like to take this opportunity to clarify that we have removed the OBT1 links for the OP9 series because there is a bug in the OBT1. Also, the OP9 series is currently in preparation for OBT2, which is expected to be released in mid to late October.
Thank you for all the support it really means a lot to us.

On July 29 this year, the OnePlus 9 and OnePlus 9 Pro officially grabbed the Android 13-based OxygenOS 13 Closed Beta and now after 2 months later OnePlus rolled out the first OxygenOS 13 Open Beta update for the OnePlus 9 series.
OxygenOS 13 OBT1 will be available in India and North America at the moment. Due to some slightly different features in each region, OxygenOS 13 will come to the EU in the near future. If you cherish updating their OnePlus 9 and OnePlus 9 Pro be sure that your device is in the latest OxygenOS 12 version (C.63). You can check the complete changelog which is mentioned below.

Known Issues
- Carrier version devices (VZW) aren’t compatible with the Open beta builds.
- After the flashlight is activated, the notification of the flashlight switch will not be shown on the lock screen.
- Incoming call notifications will not be displayed when an iPhone is calling.
