Some 16-inch MacBook Pro users seem to have discovered a common problem, that is, the MagSafe 3 magnetic charging head sometimes fails to provide the expected charging current when their Mac is turned off or the lid is closed. As outlined on Reddit, some 16-inch MacBook Pro models cannot be charged if the MagSafe connector is plugged in when the power is turned off.
The MagSafe light, which was expected to be constant, did not turn green, but flashed amber, unable to supply power to the Mac battery. Some users have contacted Apple’s support department to seek solutions and achieved different results. One of the users said that after a long journey back and forth, Apple’s support department decided to send them a replacement laptop.
A video shared on Reddit shows that when the MacBook Pro is turned off, the light on the MagSafe charger flashes amber repeatedly, accompanied by the macOS charging sound effect. The steady orange light means that the MacBook is charging, and the green color indicates that it is fully charged.

If the MacBook Pro is connected to MagSafe when it is turned on, MagSafe 3 will continue to charge the Mac as expected. When you try to insert the MagSafe connector when the Mac is turned off, the amber MagSafe light flashes, indicating that some functions are not working properly.
The Apple support page provides some steps for users to take to restore MagSafe to normal operation. However, in the case of the reported MacBook Pro with the lid closed, these steps did not seem to work. This problem only happened to some users
